Flooding in Northvale, New Jersey: the flood zone, the record, and what to do
Northvale is small, about a square mile and a quarter, and sits right on the New York line. A surprisingly large part of it is mapped as flood zone. Here is what the county plan, FEMA and New York's own flood study say about why, and what the insurance record shows.
The Bergen County Hazard Mitigation Plan puts 26.04 per cent of Northvale inside FEMA's 1 per cent annual chance flood zone, or 27.55 per cent including the 0.2 per cent zone. Only 11 of Bergen's 70 municipalities have a larger share, and most of those are Meadowlands or Hudson waterfront towns. FEMA records 48 flood insurance claims in the borough and nine repetitive-loss properties. Most of those claims came from two storms, Hurricane Floyd in 1999 and the April 2007 nor'easter. The main named watercourse is Sparkill Creek, which loops in from Rockland County and back out again.
The short version
- The Bergen County Hazard Mitigation Plan puts 26.04 per cent of Northvale in the FEMA 1 per cent annual chance flood zone (27.55 per cent including the 0.2 per cent zone).
- FEMA records 48 NFIP claims in Northvale; Hurricane Floyd (17) and the April 2007 nor'easter (11) account for more than half.
- Nine Northvale properties are on FEMA's repetitive-loss list as of 2 August 2026.
- Sparkill Creek, a Rockland County stream, crosses into and out of Bergen County in Northvale, according to FEMA's flood study.
- Northvale had 62 active flood insurance policies in October 2024, more than larger neighbours.
A quarter of a small borough in the flood zone
Table 4.6-1 of the Bergen County 2026 Hazard Mitigation Plan gives Northvale an area of 807.18 acres, of which 210.22 acres lie in the FEMA Special Flood Hazard Area, the zone with a 1 per cent chance of flooding in any year. That is 26.04 per cent. Adding the 0.2 per cent annual chance zone takes it only to 27.55 per cent, so nearly all of Northvale's mapped risk sits in the higher-risk zone rather than in a wide moderate band around it. The towns ranked above it are mostly the low Meadowlands boroughs and the Hudson waterfront, plus Rochelle Park on the Saddle River, Rutherford, and Old Tappan next door. Northvale is the odd one out: an inland borough well away from any tidal water, with a flood-zone share close to Rutherford's and far above most of its Northern Valley neighbours.
The creek that crosses the state line twice
FEMA's countywide Flood Insurance Study for Bergen County notes that a portion of Sparkill Creek crosses into and out of Bergen County in the Borough of Northvale. It is a Rockland County stream: New York's Department of Environmental Conservation describes it rising in Orangeburg, flowing south, and bending to the northeast at the New Jersey line, where Sparkill Brook joins it from the New Jersey side, before reaching the Hudson at Piermont. The whole watershed is 11.2 square miles. FEMA took its Sparkill Creek modelling from New York's 2011 Rockland County study and revised the New Jersey floodway in May 2014. Northvale's own first flood study for FEMA dates from July 1981. Neither the FEMA study nor the other sources reviewed for this page describe specific flooded streets in the borough, so none are named here.
The claim record: two storms dominate
FEMA's National Flood Insurance Program data list 48 claims in Northvale over the life of the programme. The worst year was 1999, with 18 claims, 17 of them attributed to Hurricane Floyd. The April 2007 nor'easter produced 11 more, and 2007 as a whole 12. Hurricane Ida accounts for eight, and 2021 for nine; Hurricane Irene for four. Those four storms together account for 40 of the 48. FEMA's multiple-loss records, as of 2 August 2026, list nine Northvale properties as repetitive-loss properties, none in the severe category. Nine repeat properties against 48 claims means a good share of the claims have come from the same few buildings flooding more than once. The county plan also records Tropical Storm Andrea in June 2013 as a flood event in Northvale and New Milford, with Northvale reporting 3.90 inches of rain, the highest total in the county for that storm.
More flood policies than towns twice its size
The county plan prints the number of active NFIP policies in each municipality as of October 2024. Northvale had 62. River Vale, with roughly twice as many homes, had 37; Norwood had 23 and Old Tappan 11. A policy count is not a measure of risk, but it does suggest that a fair number of Northvale owners carry flood cover, whether because a lender required it or by choice. The US Census Bureau counts 1,725 housing units and 4,829 residents in the borough, with a median year built of 1968 and about 24 per cent of households renting. Bear in mind that a claim only exists where someone was insured, so a town with many policies will tend to show more of its flooding in the FEMA record than a town with few.
What the borough says it has done
In the mitigation strategy section of the 2026 county plan, Northvale reports that since 2021 it has reinforced borough waterways with stream bank stabilisation to prevent residential flooding, improved backup storage of critical data, and introduced a new emergency alert system for residents. For the next five years it says it plans to work with owners of repetitive-loss and severe repetitive-loss properties on mitigation such as raising structures or demolition with the land returned to open space. Such programmes are voluntary. Owners of a property that has flooded more than once can ask the borough whether they fall into that group.
What this means if you own or rent here
With a quarter of the borough mapped as high-risk, the first step is simple: look up your address on the FEMA Flood Map Service Center and see whether the building, not just the lot, is inside the zone. If it is and you have a mortgage, your lender will normally require flood cover. If it is not, FEMA reports that a large share of claims come from outside high-risk zones, and a new policy usually takes 30 days to start, so it cannot be bought when a storm is already forecast. Separately, look at the basement: a working sump pump, backup power for it, and a backwater valve if drains have ever backed up. Renters should know that a landlord's policy covers the building, not tenants' belongings; contents flood cover is available separately. Whether any particular loss is covered is decided by your insurer and your policy wording.
Common questions
Does Northvale, NJ flood?
Parts of it do. The county hazard plan puts about a quarter of the borough in FEMA's 1 per cent annual chance flood zone, and FEMA has recorded 48 flood insurance claims there, most from Hurricane Floyd in 1999 and the April 2007 nor'easter. Check your own address on the FEMA Flood Map Service Center.
Which river floods Northvale?
FEMA's Bergen County flood study names Sparkill Creek, which crosses into and out of Bergen County in Northvale on its way to the Hudson at Piermont. The Hackensack River and Lake Tappan lie to the west, in Old Tappan and River Vale, not in Northvale.
Is there a river gauge for Northvale?
New York's environmental department reports that Sparkill Creek has no active stream gauge. The nearest National Weather Service river gauge is on the Hackensack River at Rivervale, which measures a different stream but responds to the same storms.
