New Jersey flood insurance claims by town: all 564 municipalities ranked
Every flood insurance claim FEMA has on record in New Jersey, counted town by town. The shore dominates the totals, but some of the hardest-hit places are river towns 40 miles inland.
FEMA's National Flood Insurance Program has 202,340 claims on record for New Jersey properties since 1978, and this page assigns 199,940 of them (98.8 per cent) to the municipality that filed them. Four shore counties, Ocean, Cape May, Atlantic and Monmouth, account for 60.7 per cent of the total, and Hurricane Sandy alone produced 74,983 claims. Inland, the Pompton and Passaic river towns stand out: Wayne ranks fourth in the state with 6,318 claims. Twenty-seven municipalities have no claims on record at all.

The 50 most flood-claimed towns in New Jersey
These are the 50 municipalities with the most National Flood Insurance Program claims on record, counted from FEMA's OpenFEMA claims data. Claims per 1,000 homes divides each town's claims by its housing units as counted by the US Census Bureau (ACS 2020 to 2024), which shows how concentrated the losses are. Repeat-flood properties are FEMA's repetitive-loss and severe repetitive-loss properties as of August 2, 2026. Together the top ten towns account for 29.9 per cent of all claims in the state. Flood claims by county
Ocean County alone holds 26.4 per cent of New Jersey's flood claims, more than the next two counties combined, and Cape May County has the most repeat-flood properties of any county. At the other end, Sussex County has 174 claims on record in total. Passaic and Bergen sit almost level in fifth and sixth place, with Wayne and Little Ferry the leading towns in each. The Bergen and Passaic rows link to their own county pages.

Where the claims are most concentrated
Raw totals favour big towns, so this table ranks municipalities with at least 500 homes by claims per 1,000 homes. West Wildwood has more claims on record than it has homes, because many of its properties have flooded and been claimed on more than once; Sea Bright, Beach Haven, Monmouth Beach and Long Beach follow. Lincoln Park in Morris County is the only inland town in the top ten, ahead of every other river town in the state.

The shore, and the rivers inland
The shore numbers are dominated by single storms: FEMA tags 74,983 New Jersey claims to Hurricane Sandy, and 75,727 claims carry a 2012 year of loss, more than a third of everything on record. The December 1992 nor'easter added 16,585 more, mostly along the coast. Inland the pattern is different. The leading inland towns, Wayne, Lincoln Park, Pompton Lakes, Pequannock and Fairfield, all sit where the Pompton, Pequannock and Passaic rivers meet, and Hurricane Irene in 2011 is the largest single event in each. Along the Raritan, Bound Brook and Manville stand out; on the Rahway River, Cranford. These are river towns that flood repeatedly from rain, not surge.
Towns with no flood claims on record
Twenty-seven municipalities have no National Flood Insurance Program claims on record in FEMA's data: Alpine, Bergen County; Englewood Cliffs, Bergen County; Fieldsboro, Burlington County; Woodland, Burlington County; Audubon Park, Camden County; Gloucester City, Camden County; Hi-Nella, Camden County; Merchantville, Camden County; Stratford, Camden County; Tavistock, Camden County; Woodbine, Cape May County; Shiloh, Cumberland County; Newfield, Gloucester County; Pitman, Gloucester County; South Harrison, Gloucester County; Wenonah, Gloucester County; Union City, Hudson County; Hampton borough, Hunterdon County; Freehold borough, Monmouth County; Shrewsbury township, Monmouth County; Chester borough, Morris County; Kinnelon, Morris County; Mountain Lakes, Morris County; Victory Gardens, Morris County; Elmer, Salem County; Hamburg, Sussex County; Winfield, Union County. No claims does not mean no flooding risk. Most homeowners and renters policies exclude flood, so damage that was never insured never appears in these numbers, and basement water from heavy rain or sewer backup is usually a different kind of claim altogether.
How to read these numbers
Each claim is counted under the National Flood Insurance Program community FEMA recorded it against, which in New Jersey is almost always the municipality. FEMA files some claims in the Meadowlands under the New Jersey Meadowlands Commission rather than a town; where three or more such claims share a ZIP code, they are assigned to the town that ZIP belongs to. About 2,400 claims, 1.2 per cent, carry no usable community or a county that does not match and are left out. A claim is a filed loss, not a house: one property can file many times, which is why repeat-flood counts are shown alongside. Only insured losses appear, so towns with few flood policies can show low numbers despite real flooding.

What this means for your address
A town's total says how often flooding has turned into insurance losses there, not whether your street floods. Check your own address on FEMA's Flood Map Service Center, ask the seller for the flood questions New Jersey's disclosure law now requires, and if you rent, read the flood risk notice your landlord must give you. If a town near the top of these tables is home, a flood policy is worth pricing even outside the mapped flood zone: nearly a third of flood insurance claims nationally come from outside high-risk areas, according to FEMA's FloodSmart.
Common questions
Which New Jersey town has the most flood insurance claims?
Ocean City in Cape May County, with 9,477 claims on record, followed by Toms River (9,313) and Long Beach Township (7,643). Away from the shore, Wayne in Passaic County has the most, 6,318, fourth in the state.
Does a low number mean a town does not flood?
No. These are insured losses only. Most homeowners and renters policies exclude flood, so damage in a town where few people carry flood insurance never shows up. Check your own address on FEMA's flood maps rather than relying on the town's total.
Why do some towns have more claims than homes?
A claim is a filed loss, not a property. Homes that flood repeatedly, as many on barrier islands and riverbanks have, file again after each event. That is why the tables show FEMA's repeat-flood property counts alongside the claims.
Where does this data come from?
FEMA's OpenFEMA National Flood Insurance Program claims and multiple-loss property data sets, with housing counts from the US Census Bureau's American Community Survey. The method is described on this page, and the figures match each town's own page on this site where one exists.
Find out who to call
Answer a few questions about what happened. You get the safety steps and the right trade whether or not you leave contact details.
Two referral lines cover this area. We have not vetted an individual company, and we will not route you to one whose coverage and registration we have not checked.
A pipe, water heater, sump pump or drain
Something inside the building failed and the water needs stopping.
Storm water, flooding or a soaked building
Water came in from outside, or the structure is wet and needs drying.
Not sure which you have? Answer a few questions and we will tell you. These are referral lines: they connect you to a company in the network, not to one this site operates or has inspected.
We are a free matching service, not a restoration contractor. Calls and requests are connected to independent providers.
